The National Security Strategy (NSS) starts with a statement that America is at war and this is a wartime NSS. This introduction really makes one think of some aggressively defensive strategic points to follow this and the point of view, that U.S. always need an enemy to continue it’s discourse of foreign policy and international relations. The introduction also puts an emphasis on its values- freedom, democracy and human dignity, which are widely discussed in the following parts of NSS, especially the democracy. However- how important these values are in practice and within the context of “fighting and winning the war on terror” is questionable.
What NSS continuously contains is the idea stated in first chapter: “The goal of our statecraft is to help create a world of democratic, well-governed states [..]”. This is not the discussion if the democracy is really the best type of governance, but about the toleration. This pushing statement could be better posted as something like “promote democracy and its values and support regime changes to democracy” instead of creating democracy all around the world. This follows also to the second chapter. Democracy is not everything yet, one has to respect traditions of other cultures, like international community has learned it for example in case of Afghanistan with importance of tribal elders and militias still being more powerful than just the idea of democracy. …
