3.5 New Zealand
Synthetic cannabinoids in New Zealand are controlled under the Psychoactive Substances Act 2013. From the 8th of May 2014 there are no psychoactive substances legally available for sale in New Zealand. Synthetic cannabinoids currently on the market that are planned to be on sale do have limited controls provided under the Smoke-Free Environments Act 1990. It is illegal to sell any smoking product to anyone under the age of 18. However only products that have on their packaging that they are intended to be on sell fall within this law. Those marketed as ‘herbal incense’ and not for ‘human consumption’ are not thought to meet the definition of ‘intended to be smoked’ and therefore are not controlled under the Smoke-free Environments Act 1990. New Zealand have taken a more innovative approach and place the onus on the manufacturer requiring them to prove their products present “no more than a low risk of harm” to be licensed for legal sale .

Conclusion
The main reason that describes the “Spice” is that “Spice” is a horrible invention, because it destroys a people life, some people even are dead of that. From my opinion every state should already prohibit these legal drugs. Of course maybe it isn’t so easy, but a lot of states had to think about this problem earlier. For instance, if Latvia had already prohibited these legal drugs from time when they appeared in Latvia market, we could save people lives, which are taken, and of course we would not have so much addicted people, young addicted people who damaged their brains. In writing this research paper I have been prove my research question, that Latvia give a great effort to prohibited the “Spice”. To sum up, for my it was a good experience to write research paper about “Spice”, because it is very actual topic, but this topic has never been explored so it was difficult to find some legal information about legal drugs.
