The "state of nature" described by Thomas Hobbes as per which there is complete freedom and there is no authority over you is a theoretical one and is not possible in the true world. But what approximates this situation in the world is a country like India.
In India even though there is a governing body, there is police, there is military there is no true enforcement of laws. In India money speaks louder than anything else it doesn't matter if you ran a few people over while driving your new BMW at 90 miles an hour as long as your dad has loads of money. …
