In every country, there exists a symbolic relationship between foreign policy and between two factors: Where a country is located and the domestic issues or economic constraints. Depending on economic strength, military power and the type of government of a country, the foreign policies will vary. Post World War II, in the 1960's, foreign policies of the U.S were proposed, reviewed and put to use according to the foreign problem/ political event. In the case of the Vietnam War, there was failure to create public support and consensus.
In May of 1960, a United States U-2 unarmed reconnaissance plane piloted by Francis Gary Powers (from the C.I.A.) was shot down by Soviet Military authorities.
