The fundamental solution is to increase China's standard of living. The people will prefer to stay in their county, and this approach to policy is based on improving overall levels of development in China. If local conditions were improved, according to this logic, then people would no longer need to leave to achieve their economic goals. The faster incorporation of China into the international economy would be helpful to foster more rapid economic growth.
Migration and human smuggling are transnational issues, as such; international cooperation on human smuggling should provide a bridge between China and the United States to communicate on human smuggling issues, and to make international treaties to combat human smuggling. Both countries should share experiences, information, and knowledge on human smuggling in order to improve the strength to combat the human smuggling. International participation is important to ensure that universal standards for protection of the basic right for migration. The United States and China should work together to design appropriate policies to eliminate trafficking in human beings. Human smuggling not only threatens the security of the state, but undermines the legitimacy of the state by their failure to control their borders.
