In this sense, terrorism traps both sides of the fight in a vicious circle, while no effective solution is anywhere around.
Terrorism is a challenge to be managed rather than eradicated. It not only predates al Qaeda, but will outlive it as well. Given this, the current war is not a constructive response to the carnage of Sept. 11. Neither is our panic, hatred or blind sympathy. If terrorism is to be countered, our understanding of it must go beyond the threat posed by al Qaeda or any other particular terrorist group at the moment. Instead, sober reflection should be prompted as we endeavor to save human civilization from the plague of terrorism. Otherwise, not only will terrorism be ineradicable, but it may also risks becoming unmanageable as well.
