Incredibly, by Easter they were ready for business, and the doors opened on time. But the ultimate adversity that proved to be the doom on the Reflections II Arcade was devastating. Many questions arose regarding how the city of Brigantine could conveniently and repeatedly lose the mercantile and amusement licenses that were to be forwarded to the state for issuance.
