Moreover, his use of concept “capacity” is blurred. I ,as a reader, could not understand why Japan is “high-capacity democratic” and Belgium “low-capacity democratic”. Is it his subjective conclusion or is it based on some statistical data or researches done by other scholars? However, he makes a good point of “quality” of democracy, as well that he put further questions for necessary steps to transition and democratization. But still these are just questions. No answers. To my mind, political scientists need answers, not only questions.…
