Situation in this area was bad, because at the beginning of 18 Century a war was just finished. And many diseases were around – plague, for example notably after The Big North War. Biggest epidemics were in Riga, where died till 90 % from all population. In Livland died 80 000 people (from 130 000). In 1830. was a big epidemic of cholera.
