Why has this policy not yet been implemented?
This policy has not yet been implemented in Canada because the nation is a left-center government. The nation has been under the liberal government for the past 12 years "Conservative Leader Stephen Harper, Canada's next prime minister, pledged to work with all parties in the next Parliament after Canadians elected a Tory minority government Monday, ending a 12-year reign of Liberal rule." The liberal party political view does not agree with the private corporation's idea, they would believe that social programs would prevent poverty. But this is not true the liberal party used tax payer's money to cover up a scandal. Now the conservative are in power this policy cannot be implemented due to a minority government. We can look at the United States as an example who are so successful because of a Republican government and private corporations they are the most successful nation in the world.
