Animal protection Laws are effective all over the world! And they are:
Encouraging responsibility amongst animal owners
Promoteing a creation of nature reserves and parks
Protecting domestic animals/wildlife (laws against hunting in protected areas and money fines)
On the cruel treatment of animals a person can be punished with a real imprisonment up to 4 years!
But it does not keep people off from breaking the law.
People are hunters, but unlike the need to eat and dress in the stone age, modern people have made hunting a pleasure.
