Social Security should have been originally that of a retirement supplement and not a worker's primary retirement fund; thus permitting workers to invest a portion of their Social Security payroll tax in individually owned and directed personal retirement accounts. The policy should have also stated that people who maintained their own retirement accounts, in addition to receiving social security retirement supplement, would still be able to retire when they wish, but those 100% dependant on government aid would be expected to pay into the system longer. Moreover a safety net guarantee should have been implemented from which a minimum government benefit was entitled for all retirees. Other funding through Social Security such as child health care, welfare services, along with vocational rehabilitation, known as the Aid to Families with Dependent Children program should have been maintained separately and funded by the government. America will always be known as the Reluctant Welfare State due to our inabilities to address the issues at hand. The Social Security Act was a response to a specific problem rather than to a broad national agenda. …
