Tarkay was born in 1935 in subotica on the Yugoslav Hungarian border, as a nine -year-old boy Tarkay and his family were sent to mathausen Nazi concentration camp. A year later the war was over and he returned home to subotica, where he developed an interest in art. During his time at school he won a prize for excellence in painting. Then in 1949 he is family migrated to Israel and were sent to a transit camp the new arrivals at Beer is Ya'akov. The next two years was spent in kibbutz.
