This is important for the following reasons. Firstly, the question of consent- whether being threatened makes for meaningful consent (obviously, here Hobbes bases his conclusion on the assumption of will as the last deciding factor in choice), however later on many contractarians have struggled with finding basis for consent in their theories. Second claim is important because self-defense is an issue to be answered for in most political theories, as it is a notable exception to the rules of doing no harm. Self-prioritization and the extent of it is a very disputable problem.

Sovereign has the obligation to provide safety.
Obedience is only required to such a sovereign that can achieve this (based on the previous claim about self defense). He also claims that this is more than just survival. Despite being an absolutist, Hobbes respects that one could withdraw their support for a bad king in favor of a good king.
