Rule of Majority, acceptance of Authority Only through Consent & Separation of Power
To preserve property one has to transfer power to the community. There should be permanency, equality and so on when this is done. People have to have ways to protect themselves from misuse of this power.
Here we come to the idea of consent of the community, therefore a rule of majority. All should be subjected to the power of others only through explicit or tacit consent (e.g. if you dislike US law, you may move to another country).
Separation of powers: legislative, federative (defense against outside force) and executive.
